У 1876 році він закінчив Вільний університет у Брюсселі і працював протягом деякого часу науковим асистентом в Музеї природознавства в Брюсселі. У цей час він займався вивченням амфібій, рептилій і риб. Крім того, він налагоджував тісні контакти з Національним музеєм природної історії в Парижі і Британським музеєм у Лондоні.

У 1880 році Альберт Гюнтер попросив його попрацювати в Музеї природознавства в Лондоні і каталогізувати там колекцію амфібій. Заступивши на посаду, Буленджер став британським громадянином. У 1882 році він став науковим співробітником зоологічного відділення музею, залишаючись на цій посаді до своєї відставки в 1920 році.

Після свого відходу на пенсію Буленджер цікавився трояндами і опублікував 34 листи на ботанічні теми і двотомне твір про троянди Європи .

Буленджер грав на скрипці, говорив німецькою, французькою та англійською мовами і міг читати тексти на іспанською, італійською та російською мовами. Крім того, як зоолог він знав латинь і грецьку мову.

Його метод роботи вважається дуже методичним, крім того, Буленджер приписують відмінну пам'ять.

До 1921 року Буленджер написав 877 рукописів, більш 5000 сторінок, а також 19 монографій про риб, амфібій і рептилій. Він дав науковий опис 1 096 видів риб, 556 видів амфібій і 872 видів рептилій.

Почесті

У 1935 році він став першим почесним членом Американського товариства іхтіологів і герпетологом (American Society of Ichthyologists and Herpetologists). У 1937 році він отримав Орден Леопольда I, найвищу нагороду для цивільних осіб у Бельгії.

Різні пологи тварин носять ім'я Буленджера, в їх числі рід змій Boulengerina, до якого належить водяна кобра Крісті (Boulengerina christyi), і рід земноводних Boulengerula із загону безногих земноводних з видом блакитнувата червяг (Boulengerula boulengeri).
